Brexit Bill - 100 Billion Euros

Firstly, the Brexit ministers have said there is no legal requirement to pay a penny to leave the EU.
This morning however, the media are all reporting that the final Brexit bill is 100 billion Euros.
Just where this figure comes from is anyone's guess but the figure is in all the papers and on the news.
Apparently there will be no punishment to leave the EU but the UK needs to settle accounts.
So what is the final divorce going to cost the UK?
If the ministers say there should be no cost, then that's it, lets leave and not even talk to them.
A hard Brexit should involve no money because the UK has paid up all the way along the line.
The EU needs us more that we need them and that's a fact.
